Supplier briefings
The Ministry of Economic Development recently conducted briefings on the reform and the Centres of Expertise for manufacturers in the laptop/desktop, multi-functional device and passenger vehicle spend areas. The target audience for these initial briefings was specifically manufacturers.
We are aware that other firms operating in these spend areas will also have a strong interest in the reform programme and we will look to arrange further briefing sessions for these firms.
If you’d like to register your interest for attending a future briefing please email procurement@med.govt.nz. In your email please advise: which area you’re interested in (laptops/desktops, multi functional devices, passenger vehicles or stationery); firm name and type (e.g. reseller); your name; and contact details.
Other programmes within the Public Sector
The Treasury is currently working with other agencies on a project to reduce the cost and strengthen the efficiency and effectiveness of administration and support services across the State Sector.
There has been some confusion between Treasury's project and the Procurement Reform Programme. We'd like to clarify that they are distinctly different programmes.
The Government Procurement Reform Programme, led by the Ministry of Economic Development, is focusing on improving procurement across all government agencies in the areas of cost savings, capability and capacity; as well as enhancing New Zealand business participation in government procurement and improving governance, oversight, and accountability of procurement in general.
As part of the reform programme, we will shortly be establishing procurement Centres of Expertise to negotiate All-of-government contracts for commodities in key spend areas.
The scope of the Treasury's Admin and Support Services Project [link to Treasury website] has yet to be finalised, however their broad aim is to find opportunities to shift spending from the back office to higher priority areas, including services to the public. They will look to improve the quality and reduce the costs of a range of administrative and support service functions by leveraging knowledge and economies of scale through arrangements such as shared services and business process outsourcing.
While back office processes, such as purchasing transactions and supplier payments will form a part of the Treasury project, it is not the main focus.
Treasury will place an RFP on GETS in the coming months for a vendor to support business case development. For more information, see the Treasury vendor briefings.
Procurement Consultancy Opportunities
Procurement service providers will have the opportunity to bid for a consultancy role, needed to support the Government procurement Reform Programme.
- Procurement Consultants - A tender process will be undertaken in the next few months for procurement consultants to provide niche/specialist technical input for short periods of time (days to weeks) on aspects such as:
- developing a model to assess and compare agencies’ procurement operations;
- leading the implementation of the capability assessment model in with support of the Ministry (reviewing up to 10 agencies in year one)
- delivering procurement training for government procurement personnel (ranging from procurement fundamentals through to managing complex procurement projects) and
- providing quality assurance of various aspects of the procurement reform programme
