Electricity Regulatory Framework


The electricity industry is covered by generic and specific legislation and regulations.

The Government Policy Statement (GPS) on Electricity Governance sets out government's objectives and outcomes for the Electricity Commission. It is made under section 172ZK of the Electricity Act.

As the Ministry is responsible for developing and implementing policies for the electricity sector, from time to time we review and develop legislation to ensure it reflects government policy. New regulations are also developed. Information on reviews and development (including consultation) is available below.

  • Government Policy Statement on Electricity Governance
    The Government Policy Statement on Electricity Governance sets out the objectives and outcomes that the Government wants the Electricity Commission to give effect to.
  • Specific Legislation
    Electricity industry specific legislation includes the Electricity Act 1992, Electricity Industry Reform Act 1998 and Part 4A of the Commerce Act 1986.
  • Generic Legislation
    Generic legislation applying to the electricity industry including the Commerce Act 1986, Fair Trading Act 1986...
  • Regulations
    The Electricity Act 1992 provides for the making of regulations and rules governing the electricity industry.

    The Ministry reviews and develops legislation and regulations to reflect government policies.
