Electricity Operator Status


Pursuant to section 4 of the Electricity Act 1992, the Minister of Energy may declare by notice in the Gazette, electricity operator status. Before making a declaration under section 4, the Minister has to be satisfied that a declaration is necessary to enable the person to commence or carry on a business as an electricity distributor.

Persons who are "declared" to be electricity operators under section 4 of the Act may have one or more of the following powers conferred on them:

  • rights of entry to roads (other than motorways), to construct and maintain fittings (section 24 of the Electricity Act 1992);
  • rights of entry to level crossings, to construct and maintain fittings (section 31 of the Electricity Act 1992); and
  • rights of entry to private land to complete "existing works" or "fittings" where work had commenced prior to January 1993 (section 23 of the Electricity Act 1992).

    All electricity operators as at 28 August 2008.
  • Application Form
    Applications for electricity operator status should be on this standard form: "Minimum Information Necessary to Process a Request for Electricity or Gas Operator Status".
