The proposed TRS Service Description described the proposed services and functions that the TRS would need to provide in order to meet the telephone communication needs of Deaf, hearing impaired and speech impaired New Zealanders. The proposed TRS Service Description incorporated initial input from disability sector representatives and telephone service providers, and public input and comment was sought until 8 October 2003.

Public meetings were held between 29 September and 2 October 2003.
