On 19 December 2003, the Government released Requests for Proposals (RFPs) for provision of the TRS and for the supply and asset management of textphone equipment. The requirements are set out as follows:

• Request for Proposal: Telecommunications Relay Service: Service Description
  Service description for the Telecommunications Relay Service, which seeks to provide access to all telecommunications systems for people who have a disability.
• Request for Proposal: Supply and Asset Management of Textphone Equipment: Service Description
  Request for Proposal (RFP) on supply and asset management of textphone equipment and background service description from Telecommunications Relay Service (TRS); with equipment distribution, user support and textphone details.

Responses to the RFPs were due by 27 February 2004.
