Government Policy Statements on Gas Governance


The government first released a Government Policy Statement (GPS) on Gas Governance in 2003 (Government Policy Statement: Development of New Zealand's Gas Industry [75 kB PDF]), which was then revised and updated in October 2004 (Government Policy Statement on Gas Governance [95 kB PDF]). The GPS sets out the objectives and outcomes the Government wants Gas Industry Co., as the approved industry body to pursue. Gas Industry Co. is required to have regard to the objectives and outcomes in the GPS when making recommendations for rules or regulations. Specific outcomes in the statement relate to consumer outcomes and retail arrangements, the wholesaling of gas, infrastructure access and other gas governance matters.

The government undertook to update the GPS on Gas Governance following the launch of the New Zealand Energy Strategy (New Zealand Energy Strategy) in October 2007.

Between 14 December 2007 and 15 February 2008 the Government consulted on a draft GPS (Draft Government Policy Statement on Gas Governance [27 KB PDF]).

On 18 April 2008, the Minister of Energy (Hon David Parker [link to external website]) released the final updated GPS on Gas Governance.
