Introduction

The prospect of electricity supply shortages this winter was a potent reminder of New Zealand's heavy reliance on hydroelectricity and consequent vulnerability to dry years.

Voluntary power savings, temporary relaxation of transmission security and greater use of thermal generation got New Zealand through a difficult period without supply interruptions. Despite record low inflows to the hydro lakes the risk of a supply crisis was managed successfully.

A number of electricity consumers and industry participants have questioned, however, whether the electricity system works as well as it should under the pressure of a very dry year. It is timely and healthy for these questions to be asked.

The period for making submissions and cross-submissions has now ended. The Government received 47 submissions and 12 cross submissions to the review. A comprehensive summary of submissions has been prepared and posted on this web-site. The review has now been completed and Government decisions were announced on 11 December 2001.
