In Striking the Balance, the government agreed to commission a study on business perceptions of compliance costs. Consequently, in mid 2002, the Ministry of Economic Development and The Treasury commissioned Massey University's New Zealand Centre for SME Research to carry out the Business Compliance Costs Perceptions Survey.
