EnergySafe Consultation Project
EnergySafe is a programme of legislative changes that aim to clarify who is responsible for workplace safety in the electrical and gas industries.
It is designed to provide reliable, consistent public and product safety for electricity and gas, and to ensure that workers in these areas are competent.
EnergySafe will reduce the current overlap between the Electricity and Gas Acts and the Health and Safety in Employment Act. It will also make important changes to the way electrical and gas safety is administered.
The EnergySafe proposals are based on Government decisions taken in 1999, following A Review of the Safety Regime for Electrical and Gas Work.
The project is driven by the EnergySafe Working Party, made up of representatives of consumers, industry and licensing and regulatory agencies.
In April 2000, that Working Party issued EnergySafe: The Full Consultation Paper which invited all interested parties to have their say on proposed changes to the regimes for consumers, the public, and electrical and gas workers.
At the same time it issued three brochures that summarised the issues in the full consultation paper as they were seen to affect three particular groups; electrical workers, gas workers and members of the public.
A total of 473 submissions were received: 80 in response to the full consultation paper and 393 in response to the summary brochures.

A key milestone in the EnergySafe project has been passed with the Government's agreement on 29 October 2001 to the recommendations arising from the EnergySafe consultation phase. These decisions mean that the drafting and associated work for the implementation of the EnergySafe initiatives have now begun.
