Cabinet Papers
On 1 July 2003, Industry New Zealand and Trade New Zealand were merged into a new entity New Zealand Trade and Enterprise (NZTE) in order to deliver a fully integrated service range. A suite of 6 Cabinet Papers were prepared on the detailed service content and delivery of NZTE.

Paper 1 - Overview
This paper provides an overview of the role of NZTE, the proposed short-term and long-term developments to NZTE's service range, and the consistency of the proposed services with the key design principles.

Paper 2 - Enabling Services
This paper sets out the rationale for, objectives and composition of the enabling services to be delivered by NZTE, and proposes further work on policy and delivery refinements for these services.

Paper 3 - Foundation Services
This paper sets out the rationale for, objectives and composition of the foundation services to be delivered by NZTE, and proposes further work on policy and delivery refinements for these services.

This paper sets out the rationale for, objectives and composition of the growth services to be delivered by NZTE, and proposes further work on policy and delivery refinements for these services.

This paper set out the interim operating and capital budgets for the merger of Industry NZ and Trade NZ into New Zealand Trade and Enterprise (NZTE), and seeks approval to financial decisions to establish NZTE. - Paper 6 - Accountability Framework
This paper sets out the proposed Vote and Output Class Structure for funding New Zealand Trade and Enterprise (NZTE). It also establishes the framework for joint Ministerial responsibility over NZTE.
