This Establishment Plan covers the key steps necessary between 16 December 1998 and 31 March 1999 to establish the South Island SOE.
The South Island Interim Development Group has progressed the key steps to the stage where each can now be implemented and SISOE will be a fully functioning organisation by 1 April 1999.
This Establishment Plan outlines the projects to be completed during the establishment phase 16 December 1998 to 31 March 1999.
A number of the projects identified have already been started otherwise the SISOE will not be ready to operate from 1 April. Examples include identification of accommodation, corporate imaging work, purchasing of key items for delivery post 1 April.
The South Island Interim Development Group's work on creating SISOE has progressed each of the following to a stage where they can be readily submitted to the incoming SOE Board and Chief Executive:
- An organisational structure.
- Human resource infrastructure (contracts, policies, position profiles).
- Interim staff numbers and detailed job specifications for recruitment purposes.
- Insurance arrangements.
- Interim system arrangements.
- Strategy for IP migration.
Establishment Phase Management
The effective management of the establishment phase is crucial in the transitioning of the SIIDG into an effective SOE. Whilst a CEO will be identified and hopefully able to commence relatively quickly after December 16, the person will be required to undertake a large number of activities concurrently, with the establishment phase being only one.
Based on experience of other organisation transitions, it is necessary to appoint an overall establishment project director to assume a project management perspective of all the individual projects, currently 21, for the CEO. The CEO can then focus on the new business, its stakeholders, staff and the new market. Project establishment, whilst it is crucial is a short-term project.
