Public Sector Procurement Professionals' Forum

[ Last Updated 11 December 2008 ]

Charter

Who we are

The Forum comprises proactive individuals who have committed to working together on public sector procurement1 initiatives for mutual and collective benefit.

Members typically have responsibility for managing all or part of their agency's procurement operations and developing procurement capability.

Our Values

  • We value professionalism, forward thinking, and continuous improvement
  • We are team players who respect each other's opinions and differences
  • We act with integrity; our approaches are fair and transparent, engendering trust in each other, the Forum, and our respective agencies.

Our Purpose

The purpose of the Forum is to increase inter-agency procurement collaboration and knowledge sharing between experienced procurement professionals across the wider public sector.

Objectives

  • To deliver tangible benefits for our agencies by identifying and acting on opportunities to share expertise and make more strategic use of collective resources and spend.
  • To share these benefits with the wider public sector procurement community whenever possible.

Areas of Mutual Interest

  • Development of strategic procurement capability
  • Government procurement policy and market developments
  • Talent development and improving personal competency
  • Best practice procurement tools and methodologies
  • Process excellence and operational efficiency
  • Specialist/category expertise
  • Collaborative contracting, where appropriate

Membership

The aim of the Forum is to facilitate peer-to-peer level collaboration and discussion, rather than general networking.2

All public sector (including local government) procurement professionals3 who wish to actively contribute to the Forum are welcome to join. Members must have an appropriate level of:

  • responsibility for managing all or part of their agency's procurement operations and, typically, staff
  • influence on procurement capability (internal procurement policies/procedures, plans, practices, systems and people); and
  • experience (minimum 3-5 years).

If you would like to join, contact procurement@med.govt.nz

NOTE: In considering requests to join, the Forum will need to balance size and its ability to function effectively with the benefits of inclusiveness. The Forum may request that the number of members per agency be restricted to enable participation across a wider range of agencies.

1 Procurement (as opposed to 'Purchasing') - the whole cycle from the identification of needs and demand management to the end of a service contract or the end of the useful life and subsequent disposal of an asset. It covers all externally sourced goods, works, and services our organisations need to do business - in a broad sense, all non-pay expenditure.

2 For opportunities to 'network', see the events section, including networking events arranged by the Chartered Institute of Purchasing and Supply (CIPS).

3 See the 'procurement professionals' sections of the Procurement Capability Matrix: Aspirational Capability Matrix for Government Procurement Practitioners and Professionals (Standard) [link to external website].
