As New Zealand's legislature considers copyright reform, I believe that all of the legislators should carefully examine the following web site:

The site as a whole has been online at its current location without a break since about August of 1999. No legal action has ever been taken against it.
After New Zealand's legislators have looked over the site themselves, I advise them to contact their counterparts in other countries (especially the United States) to further discuss the implications of Frankentooning.
