On 18 May 2004, the Hon Margaret Wilson, New Zealand Minister of Commerce, and the Hon Ross Cameron MP, Australian Parliamentary Secretary to the Treasurer, released a discussion paper relating to the establishment of a trans-Tasman mutual recognition arrangement governing offers of securities and managed investment scheme interests, for public consultation until 16 July 2004.
The Australian Treasury and the Ministry of Economic Development received a total of 28 submissions on the discussion paper from Australian and New Zealand respondents.

The submissions were generally supportive of the proposed mutual recognition arrangement and raised a number of technical and implementation issues which are currently being considered.
