Chief Economist

As the Ministry's senior economic voice, the Chief Economist works closely with the Chief Executive on matters of economic strategy and policy. He engages with key stakeholders both within and outside the public sector to help develop a shared understanding of economic development in New Zealand and the key levers to influence it. He also takes a lead in ensuring that quality economic advice is provided across the Ministry.
Roger Procter joined the Ministry in June 2002. Prior to that, he was Manager of Cross Sector Strategy in the Social Policy Branch at the Treasury. At the Treasury Roger worked on social policy, macroeconomic policy and forecasting, industry policy, tax policy and structural change policy, and on the establishment of state owned enterprises.
Roger has Masters degrees in Management and Economics from the Massachusetts Institute of Technology, and a Masters degree in Economics and a Bachelor of Science with First Class Honours in Physics from the University of Canterbury.
