Deputy Secretary, Tourism, Events and Consumer Affairs

Liz MacPhersonLiz MacPherson is the Deputy Secretary responsible for the Tourism, Events and Consumer Affairs (TECA) branch of the Ministry of Economic Development. Liz is also a member of the Economic Growth and Infrastructure Officials Group and leads MED's Single Economic Market strategic work programme.

The Tourism, Events and Consumer Affairs branch was established in July 2009. It is a unique branch in that its functions span policy advice, research, grants administration, management of major projects and service delivery. These activities support three main goals; that:

  • tourism makes an even greater contribution to New Zealand's economic growth
  • the benefits to New Zealand of Major Events are maximised, and that
  • consumers can transact with confidence both in the NZ marketplace and cross-border.

At any one point in time the branch is likely to be managing projects of national significance. This year these are the Rugby Word Cup Coordination and Legacy and Leverage programmes and the National Cycleway Programme.

The branch includes the Ministry of Tourism and the Ministry of Consumer Affairs. Liz is also General Manager of the Ministry of Consumer Affairs.

Liz has been a Deputy Secretary in MED since June 2002. Over this time she has managed two branches (the Effective Markets Branch and the Consumer Affairs Branch) and various portfolios including regulatory policy, small and medium enterprises, environmental regulation, HSNO, consumer affairs and energy safety.

Prior to taking up the position of Deputy Secretary, in 2002, Liz worked in labour market-related policy for 13 years, including 10 years with the Department of Labour's Labour Market Policy Group.
