Neville Harris joined the Department of Justice in 1978, where he became Investigating Solicitor and then Chief Investigating Solicitor in the Commercial Affairs Division. That division was responsible for the Companies Office and the Insolvency and Trustee Service. Neville became Assistant Secretary for Justice in 1989.
When the Commercial Affairs Division moved to the Ministry of Commerce in 1995, Neville was appointed Deputy Secretary of the Business Registries Branch, with responsibility for the Companies Office, the Insolvency and Trustee Service, the Government Actuary's Office, and the Intellectual Property Office.
Since then, the branch has been expanded and renamed the Business Services branch to better reflect the nature of its business-oriented services.
