The Government has established a Ministerial Inquiry to examine regulatory arrangements for the New Zealand electricity sector. The Inquiry will evaluate whether the current regulatory regime meets the Government's objective of ensuring electricity is delivered in an efficient, reliable and environmentally sustainable manner and if not, what changes should be made.

Issues Paper

The Inquiry Panel has prepared an Issues Paper to provide a starting point for submissions. However, submissions may address any issues that fall within the Terms of Reference and need not be limited to issues raised in the Issues Paper. The Issues Paper is available in hard copy from the Inquiry Office and the Website.

Timetable for Submissions and Hearings.

The Panel is to submit its final report to the Minister of Energy by Monday 12 June 2000. To meet this deadline, the Panel has set the following timetable:

  • Closure of written submissions is 4.00pm on Monday 13 March 2000.
  • Hearings begin in Wellington on Monday 20 March 2000.

Parties making written submissions should indicate whether they wish to appear before the Panel to speak to their submission. A timetable for appearance before the select committee will be arranged once submissions have closed.

Submissions

Written submissions can be submitted now and up to 4.00pm on Monday 13 March 2000. Submissions should be sent to:

A list of all submissions will be available from the Secretariat on request after the closing date. Those requiring hard copies will be able to purchase these for a commercial copying cost. The Secretariat will provide the contact details for this service.

Submissions on Website

To foster informed debate, the Panel intends to publish as many submissions as possible on its website. To this end, the Panel would like, if possible, an electronic copy of all submissions in addition to a hard copy. If you do not wish your submission to be published, please state so at the front of the submission. The preference is to release information so that ideas can be tested in a public forum. Parties submitting information that is to remain confidential to the Panel are invited to provide a summary of the essential points in a form that can be released.

Respondents should note that written comments provided to the Inquiry will be subject to the Official Information Act 1982.
