On 16 October 2000 Cabinet agreed to the establishment of the Ministerial Panel on Business Compliance Costs ("the Panel") to identify and make recommendations to Government on ways to reduce compliance costs arising from existing legislation. The Panel and its work was part of the Government's broad strategy to improve the general regulatory environment for business. The Panel's final report was released on 11 July 2001.
The Government's response to the Panel's report, entitled Striking the Balance, was released on 18 December 2001. The response aimed to strike an appropriate balance between achieving the Government's policy objectives and reducing unnecessary costs to business.
