New Zealand Trade and Enterprise, New Zealand's Economic and Trade Development Agency

New Zealand Trade and Enterprise (NZTE) was established on 1 July 2003. It was formed from the integration of two existing crown entities: Trade NZ and Industry NZ. The new agency will undertake the services previously carried out by these agencies.

NZTE is a key element of the Growth and Innovation Framework (GIF) in terms of delivering, coordinating and aligning the delivery of services designed to implement GIF policy. NZTE's objective - to support the development of internationally competitive New Zealand business - derives from GIF's focus on internationalisation and the overarching objective to increase the long-term rate of sustainable economic growth.

The main aim of the integration process is to improve service delivery to enterprise, by making services less fragmented and aligning economic development programmes.

NZTE services cover specific aspects of trade and enterprise:

  • Services for businesses starting up and at an early stage of development.
  • Services for businesses seeking to grow and internationalise: including new exporters, high growth businesses and other exporters
  • Investment services: We have a specialised service for investors, providing New Zealand business information as well as extensive networks for investors seeking existing and start-up New Zealand-based ventures with excellent future potential.
  • Business Partnerships: Supporting companies working together in export networks and regional and national clusters to achieve higher growth.
  • Regional Development: Working with and funding regions to grow by encouraging them to focus on their regional advantages.
  • Industrial Capability Network: Providing access to government markets through a low cost, one port of call service
  • Fostering an Enterprise Culture: encouraging New Zealanders to have a positive attitude towards business success.

NZTE has two Responsible Ministers: the Minister for Industry and Regional Development and the Minister for Trade Negotiations. A joint Ministry of Economic Development/Ministry of Foreign Affairs and Trade Monitoring and Evaluation Unit has been set up to:

  • monitor the efficiency of delivery of NZTE programmes;
  • evaluate the effectiveness of NZTE programmes;
  • set up an accountability framework with supporting documentation (Output Agreement, Statement of Intent); and manage the relationship between MED/MFAT and NZTE.
