Industry NZ Establishment

The Government has introduced legislation that establishes a new Crown entity to be called Industry NZ. Industry NZ will be the primary delivery agency of the Government’s industry and regional development policy initiatives.
Industry NZ will contribute to the delivery of the Government’s economic development policies. It will do this through the direct delivery of programmes, and by working with other delivery agents to ensure the co-ordination of economic development, regional development and industry development policies.
If the legislation is passed in its current form, it is the Government’s intention that Industry NZ is operational from 1 September 2000.
Government has decided that Industry NZ’s key functions will include:
- efficiently and effectively managing and administering Government initiatives for industry and regional development;
- working closely with the Ministry of Economic Development to contribute to the development of the detail of programmes that implement the Government’s policies for industry and regional development;
- allocating funds or delivering services within programmes for industry and regional development for which appropriations have been made; and
- facilitating and encouraging co-operation and co-ordination among different Crown agencies and Crown entities in the delivery of Government business assistance programmes.
In addition to emphasising the close relationship between Government policy and its delivery though Industry NZ, the Government has also decided that:
- there is a strong emphasis on ensuring value for money in the delivery of programmes. Industry NZ is required to be both efficient and effective. Monitoring and evaluation of Industry NZ will be undertaken by the Ministry of Economic Development; and
- there is also a strong emphasis on ensuring effective co-ordination of Government business assistance programmes through Industry NZ. Co-ordination of Government programmes is a perennial issue, and this Bill seeks to address it head-on through assigning one agency the leadership responsibility.
