Introduction
Winstone Wallboards Ltd, the New Zealand industry, alleged that dumped plasterboard from Indonesia was threatening to cause material injury.

Overview
The investigation was terminated by the Minister of Commerce pursuant to section 11(1) of the Dumping and Countervailing Duties Act. This provides that the Minister may terminate an investigation on the basis that there is insufficient evidence of dumping to justify proceeding with the investigation. This action was taken as the volume of imports of the dumped product from Indonesia were negligible i.e. less than 3 percent by volume of total imports during the period of investigation. Plasterboard from other origins
It should be noted that anti-dumping duty is currently applicable to imports of plasterboard from Thailand. Details of these duties are available here.
