Description of Goods
Standard plasterboard with dimensions of a nominal thickness from, but not including 6mm, and up to, but not including 12mm, of any width or length.

Anti-Dumping Duty
Amount of Anti-Dumping Duty
The amount of anti-dumping duty to be paid on demand in respect of each importation of plasterboard, imported or intended to be imported into New Zealand from Thailand, shall be:

The New Zealand Customs Service holds the NIFOB amount for imports by Elephant, the alternative NVE rate for imports by Elephant, the NVE amount for imports from SCT Co Ltd by importers other than Elephant, the NVE amount for all imports from Thai Gypsum and the NVE amount for other exporters.
For all exporters, anti-dumping duty is calculated by the amount per square metre by which the Non-Injurious-Free-On-Board (NIFOB) or Normal Value Equivalent (NVE) amount exceeds the Thai Producer Value.3
Suppliers and exporters for which NVE and NIFOB amounts have not been established, may lodge a request with the Trade Remedies Group of the Ministry of Economic Development for a reassessment, backed by the necessary supporting evidence, that NVE or NIFOB amounts be established

Coverage
Not all goods imported under this tariff item and statistical key are subject to the anti-dumping duties. Examples of products not subject to the notice are:
- Plasterboard of a nominal thickness of 6mm or less;
- Plasterboard of a nominal thickness of 12mm or more;
- Water resistant (WR) plasterboard; and
- Fire resistant (FR or FS) plasterboard.
"Types" of Plasterboard
Four separate determinations have been made regarding plasterboard from Thailand since December 1989. These cover a range of dimensions which have been consolidated into the description shown above.
