Summary of Factors Leading to Initiation
Background
On 4 April 2002, the Ministry of Economic Development ("the Ministry") received an application from the only New Zealand manufacturer of galvanised wire, Pacific Wire, for an investigation to be initiated into the alleged dumping of galvanised wire into New Zealand from South Africa. The application alleged that imports of galvanised wire have caused and are causing material injury to the New Zealand industry producing like goods.
The allegedly dumped goods ("subject goods") are described as:
Galvanised steel wire of high, medium and low tensile strength between 2 mm and 4.5 mm in diameter.
Reason for the Investigation
In its application Pacific Wire provided sufficient evidence, for the purposes of initiation, that the subject goods were being dumped and as a result causing material injury to the New Zealand industry.
The purpose of the investigation is to establish whether the subject goods are dumped, and if so, whether they are causing material injury to the New Zealand industry.

Investigation Process
Submissions are being sought from parties known to have an interest in this investigation, including known producers in South Africa, exporters, importers and the New Zealand industry. These submissions will be examined and analysed by the investigation team. The outcome of this examination and analysis will then be reported, with recommendations, to the Minister of Commerce.
