Anti-Dumping Duty

Anti-dumping duty has been set for different types, tensile strengths and diameters of galvanised wire.

Anti-dumping duty is collected by way of Normal Value (Value for Duty Equivalent) (NV(VFDE)) amounts for exporters; Southern Wire Industries (Malyasia) Sdn Bhd and SMI Wire Sdn Bhd.

For other exporters, except RCI Wire Sdn Bhd which is exempt from payment of anti-dumping duty, an ad valorem percentage of the declared value for duty of the subject goods is calculated. The ad valorem percentage rate is capped by a NV(VFDE) amount.

The amount of anti-dumping duty payable is the amount per kilogram by which the NV(VFDE) amount exceeds the Free-on-Board invoiced value of the goods entered for home consumption.

To establish the correct NV(VFDE) and ad valorem amount to be used for an importation, three items of information are required:

  • The name of the Malaysian supplier.
  • The type of galvanised wire i.e. either galvanised steel armouring wire or galvanised wire.
  • The size in millimetres.

The NV(VFDE) amounts established for Southern Wire Industries (Malaysia) Sdn Bhd and SMI Wire Sdn Bhd and ad valorem rate for all other suppliers/exporters are as follows:

General

For imports of galvanised wire within the description of goods but the exact diameter is not shown in the table above the nearest diameter and applicable duty will apply. For imports of medium tensile galvanised wire, the appropriate category for determining duties is low tensile.

The New Zealand Customs Service holds a confidential list of the NV(VFDE) amounts noted in the table above. Southern Wire Industries (Malaysia) Sdn Bhd and SMI Wire Sdn Bhd also hold the confidential duty amounts relating to those companies.

The goods are currently classified under Tariff Item 7217.20.10 and Statistical Keys 05L, 07G, 08E, 09C, 11E, 13A, 15H, 16F, 17D, 18B, 25E, 27A, 28K, 29H, 31K, 33F, 35B, 36L, 37J and 39E, and Tariff Item 7217.20.90 and Statistical Keys 05D, 07L, 08J, 09G, 11J, 13E, 15A, 16K, 17H and 18F of the Tariff of New Zealand for subject goods originating from Malaysia.
