The Inquiry into the Auckland Power Supply Failure established by the Minister of Energy is now able to provide details of the availability of Integral Energy’s technical reports, submission closure date and Inquiry sitting details.

Technical Report

Integral Energy Australia has completed a technical report covering the following aspects of the failure of Mercury Energy Limited’s power supply to the Auckland CBD:

  1. A review of the distribution planning that gave rise to the installation and ongoing management of the CBD power supply.
  2. The causes of the cable failures.

The report is available in 3 volumes:

In addition, the Inquiry has authorised Plan & Print, Newmarket, to reproduce the reports and make them available at a cost to cover printing and administration costs.

Submissions

The Inquiry provided initial information on submissions in its public notice in the New Zealand Herald on 2 April 1998.

Submissions closed at 4 pm on Monday 18 May 1998. Submissions were to be sent to:

The receipt of submissions will be acknowledged. Submitters are reminded that they should concentrate on those points where they can make a real contribution from their knowledge or expertise. Please keep submissions brief, to the point and with a summary of the content at the front. Please place any supplementary information in technical appendices.

Please keep the content to matters within the terms of reference.

Submissions should preferably be typed, and contain all you have to say. The Inquiry may invite persons (whether or not they have filed a submission) to appear to answer questions or provide further information. However a Ministerial Inquiry is an investigation, not a Court, and you may not receive such an invitation.

If you do not want to be considered for an invitation to attend and answer any inquiries, please state that with your submission. You will be advised by the Secretariat whether the Inquiry wishes you to appear.

A list of all submissions will be available from the Secretariat on request after the closing date.

If you wish to obtain copies of other submissions, these will be available from 20 May 1998 onwards for the cost of copying charge plus administration costs from Plan & Print, Newmarket, Auckland (see details above).

Sittings

The formal public sittings of the Inquiry will commence at the Sorrento in the Park Conference Centre, One Tree Hill Domain, Greenlane, Auckland, on the morning of Tuesday 26 May 1998.

Sittings will be held on Tuesday, Wednesday, Thursday and Friday of that week (from 26 - 29 May) and if required there will be further sittings in the following week (from 2 - 5 June).

Daily sitting times will be:

Mornings: 9.30 am - 1.00 pm
Afternoon: 2.00 pm - 4.30 pm.

As stated in the terms of reference, sittings of the Inquiry will be in public except in any case where the Inquiry is persuaded that strong grounds for confidentiality require a private sitting to be held.
