The Right Hon Helen Clark presiding in Council Pursuant to section 35 of the Ministry of Energy (Abolition) Act 1989, Her Excellency the Governor-General, acting on the advice and with the consent of the Executive Council, makes the following regulations.

Regulations
1 Title
(1) These regulations are the Petroleum Products Specifications Amendment Regulations 2003.
(2) In these regulations, the Petroleum Products Specifications Regulations 20021 are called "the principal regulations".
2 Commencement
These regulations come into force on the 28th day after the date of their notification in the Gazette.
3 Sampling of Fuel
Regulation 8(4) of the principal regulations is amended by adding the words "within 5 working days of receiving the request".
4 Withdrawal of Fuel from Sale
Regulation 10 of the principal regulations is amended by inserting, after the words "require the distributor", the words ", within the period of time specified by the Minister in the notice,".
5 Offences
(1) Regulation 11(b) of the principal regulations is amended by omitting the expression "9", and substituting the expression "8(4)".
(2) Regulation 11(c) of the principal regulations is amended by omitting the expression "11", and substituting the expression "10".
6 Schedule 3 Amended
Schedule 3 of the principal regulations is amended by omitting from the first column under the heading "Property" the words "Viscosity (mm per second at 40°C)", and substituting the words "Viscosity (mm² per second at 40°C)".

Explanatory Note
This note is not part of the regulations, but is intended to indicate their general effect.
These regulations, which come into force on the 28th day after the date of their notification in the Gazette, amend the Petroleum Products Specifications Regulations 2002 in the following ways:
- by inserting a time frame within which the obligations of regulations 8(4) and 10 must be complied with; and
- by correcting 2 cross-references in regulation 11; and
- by correcting an omission in the description of viscosity levels in Schedule 3.
