Short Description Gas Policy Initiatives since 2004


14 June 2004

The Minister of Revenue, the Minister of Energy and the Associate Minister of Energy announced a suite of proposed measures to encourage exploration for new gas reserves.

4 September 2004

The Gas Industry Company Limited is approved as the industry body for the purposes of Part 4A of the Gas Act 1992.

27 October 2004

Government Policy Statement on Gas Governance ("GPS") released.  The GPS sets out the objectives and outcomes the Government wants Gas Industry Co., as the approved industry body, to pursue.

2 December 2004

The Minister of Energy published the Commerce Commission's Final Gas Control Inquiry Report.

1 January 2005

The Minerals Programme for Petroleum comes into effect.  It describes the policies, procedures and provisions involved in the allocation and management of petroleum.

25 July 2005

Cabinet approves the gas pipeline services provided by Powerco and Vector are to be subject to control under Part 5 of the Commerce Act.

8 August 2006

The Minister of Energy approves the recommendation of Gas Industry Co. to leave the specification of reticulated natural gas in New Zealand unchanged.

21 August 2006

The Minister of Energy approves the recommendation of Gas Industry Co. not to regulate retail fixed charges for small users, or the charges that retailers themselves pay for transmission, distribution and meter rental.

December 2006

Gas Industry Co. delivers a report to the Minister of Energy on the performance and present state of the New Zealand gas industry.

14 March 2007

The Minister of Energy approves the recommendation of Gas Industry Co. for an industry led, voluntary information disclosure regime for gas processing facility owners.  The approval is subject to universal compliance by gas processing facility owners.

1 July 2007

The Crown Minerals (Petroleum) Regulations 2007 come into effect and revoke and replace the Crown Minerals (Petroleum) Regulations 1999.

14 February 2008

The Gas (Switching Arrangements) Rules 2008 are gazetted.  The purpose of the Gas (Switching Arrangements) Rules 2008 is to establish a set of gas switching and registry arrangements that will enable consumers to switch between competing retailers efficiently and satisfactorily.

18 April 2008

The Minister of Energy releases a revised Government Policy Statement on Gas Governance.  The GPS was revised and updated to be consistent with the New Zealand Energy Strategy and New Zealand Energy Efficiency and Conservation Strategy, as well as to reflect general changes that have taken place since the last GPS was released in October 2004.

29 May 2008

The Gas (Processing Facilities Information Disclosure) Rules 2008 are gazetted.  The purpose of these rules is to provide a process to settle the issue of whether it is necessary to recommend rules or regulations setting reasonable terms and conditions for access to, and use of, gas processing facilities.

29 May 2008

The Gas (Downstream Reconciliation) Rules 2008 are gazetted.  The purpose of these rules is to establish a set of uniform processes that will enable the fair, efficient, and reliable allocation and reconciliation of downstream gas quantities.
