Gas (Switching Arrangements) Rules 2008

Short Description The purpose of the Gas (Switching Arrangements) Rules 2008 is to establish a set of gas switching and registry arrangements that will enable consumers to switch between competing retailers efficiently and satisfactorily.

As invited by the Government Policy Statement on Gas Governance 2004, Gas Industry Co has recommended to the Minister of Energy that rules be made to provide for an upgraded and standardised switching arrangement. The Minister of Energy has approved Gas Industry Co's recommendation and made the Gas (Switching Arrangements) Rules 2008 pursuant to section 43G(2)(c) of the Gas Act 1992. The Rules provide for:

  1. the establishment of a central gas registry as a database for all information required to undertake a switch of a customer between gas retailers;
  2. the management of information held by the registry;
  3. the appointment of a registry operator; and
  4. a standardised data exchange process for switching consumers between retailers.

For inspection, free copies are also available at the head office of the Ministry of Economic Development, 33 Bowen Street, Wellington, and at the head office of Gas Industry Company, Level 9, State Insurance Tower, 1 Willis Street, Wellington (during ordinary office hours).
