Benefit-Cost Analysis of the New Zealand Energy Strategy
This document is intended to inform the policy debate by providing a consistent quantitative assessment of the costs and benefits of the range of measures set out in the draft New Zealand Energy Strategy. It seeks to provide insight into how the various measures would likely affect the behaviour of consumers and businesses, and how these changes in behaviour might translate into changes in energy supply, demand, greenhouse gas emissions, and prices. The measures examined include: emissions pricing, electricity sector regulatory measures, and energy efficiency measures.
