Sustainable Infrastructure: A Policy Framework

The Ministry of Economic Development (MED) has appointed NZIER to prepare a report on the Development of an Infrastructure Policy Framework, as part of a wider Infrastructure Stocktake being led by the Ministry. The purpose of this project is to develop a "best practice" infrastructure policy framework that takes account of conditions in New Zealand, particularly sustainable development objectives, against which existing settings can be compared and areas where enhancements may be made can be identified. The framework is to have a high level cross-sectoral focus, reflect best practice from literature and experience elsewhere, and to include a set of practical principles for informing infrastructure policy processes.

Infrastructure is a means of service delivery with particular characteristics, which provides both inputs into other production processes and outputs for final consumption in the community. The point of an infrastructure policy framework is to influence future decisions about infrastructure investment, design, evaluation, construction and implementation so as to enable economic, social, environmental and cultural objectives to be achieved in New Zealand. In the current context, these objectives are broadly stated in the Sustainable Development Programme of Action and the Growth and Innovation Framework.
