2. Interim Development Group Certification
Following its 14 September 1998 decision to proceed to the next phase of the ECNZ split, the Government established three Interim Development Groups ("IDGs"). The terms of reference and key tasks for the IDGs were set out in ERTU's Interim Certification Reports.
The IDGs have now provided their own reports in response to their terms of reference and this report and ERTU's overall certification draws on these reports. The IDGs have generally established a similar reporting structure to ERTU as outlined below.
