ECNZ Split Market Impact Report

Electricity Reform Transition Unit

On 1 April 1999, ECNZ will be split into three new SOEs with the following power stations and anticipated market shares.

The Government also decided that additional measures were necessary to promote competition between power companies to ensure the benefits of wholesale competition flow through to electricity consumers.

The Electricity Industry Reform Act 1998 requires electricity distribution companies to fully separate the distribution (wires) and retail (electricity sales) parts of their businesses. This will provide open access for all electricity retailers to the distribution networks and remove the incentive for a power company to favour its own retail or generation business. A similar rationale was behind the separation of Transpower from ECNZ.
