2. Focus of this Report
This report is part of the suite of documents ERTU has prepared for the Government. It creates a context for the current reforms by reviewing electricity reforms to date, and discussing the aims of the current reforms. It then focuses on ERTU's overall assessment of the key market impacts of splitting ECNZ. ERTU's findings are based on extensive work undertaken in support of its Final Certificate to Government on 1 December 1998.
