8. Opinion of ERTU
For the reasons outlined in this Final Certification Report, and subject to the assumptions and qualifications set out earlier in this report, it is ERTU's final opinion that the Government's objectives set out in the Reform Package are likely to be achieved. In particular:
- splitting ECNZ into three new SOEs is achievable; and
- the three new SOEs would be commercially viable entities and effective competitors.
