Applying the Purpose, Mission and Values

The mission of the Ministry of Commerce reflects the Government's expectations, and the expectations of other client groups and stakeholders with whom Commerce deals.

This strategic business plan outlines the key steps Commerce will take over the next three to five years to fulfill its mission.

The activities described are underpinned by the organisation's ongoing commitment to its core values.

Scope and Functions

Commerce is the Government's chief adviser on business and microeconomic issues. It also manages sizeable assets on behalf of the Crown, and has significant operating functions in energy, Crown minerals, communications, corporate and motor vehicle registers, insolvency and the management of the Government's Superannuation Fund.

At 1 July 1999, Commerce is responsible for six Parliamentary appropriations (Votes). These are Commerce, Business Development, Communications, Consumer Affairs, Energy and Government Superannuation Fund. Each Vote represents a significant area of the Government's relationship with business and consumers, or a significant area of potential risk to be managed for the Government. Commerce is responsible to five Ministers, with Votes Commerce and Energy both being in the portfolio of the Minister of Enterprise and Commerce.

Commerce has approximately 780 staff in 39 offices throughout New Zealand. It is managing estimated revenues of $91.6 million in 1999-2000, of which $51 million represents services to organisations and individuals other than the Crown. Its expenses for the same period are estimated at $87.6 million.

Commerce has two policy and two operational branches, plus a Corporate branch. The Ministry of Consumer Affairs also operates as a branch, reporting directly to the Minister of Consumer Affairs on policy and operational issues. The Energy Efficiency and Conservation Authority is accountable to the Secretary of Commerce for administrative matters but reports on its policies and programmes directly to the Minister of Energy through an independent board
