Foreword from the Minister for Enterprise and Commerce
The Government has set clear directions for its agencies in the Goals and Strategic Priorities announced by the Prime Minister in December 1998.
The work of the Ministry of Commerce will be a key element in the Government's success with several of these. The Ministry is expected to make significant contributions, and to exercise creative leadership, in those priorities designed to reach the overarching goal of promoting a strongly growing internationally competitive enterprise economy. These priorities include improving the quality of our regulatory environment and the strengthening of our external links by liberalising trade, investment and immigration.
To pursue these and other goals and priorities, the Government has set up a series of Ministerial Teams, including that for Enterprise and Innovation. It is a particular expectation that Commerce will make a lively and constructive contribution to this team, showing leadership of the interdepartmental support team.
This plan is aligned with the Government's goals and strategic priorities. It also reflects Commerce's determination to achieve excellence in its operational and service delivery activities to the people and businesses of New Zealand, and to put resources into strengthening its intrinsic capability to carry out existing and new functions.
The plan sets out a comprehensive range of activities for the Ministry, designed to deliver these contributions in a timely manner. I look forward to working with my Ministerial colleagues whose portfolio requirements are met by Commerce (Communications, Business Development, Consumer Affairs and Government Superannuation Fund) and with the Ministry itself in the implementation of the plan.
