Responses to this discussion paper are welcome and should be lodged no later than 7 July 2000. We would particularly like to hear your responses to some or all of the questions raised within this paper, although if you would like to raise additional points not covered in this paper, you may do so.

Confidential submissions should be clearly marked "Confidential" and should be accompanied by a non-confidential copy with reasons given for any deletions.
The Ministry will maintain a public file of all non-confidential submissions.
