Fiscal Implications
36. Funding proposals for implementing the recent amendments to the Act are outlined in a separate Economic Growth and Infrastructure Committee paper.
37. The new levy regulations can only apply from 14 October 2008 (the date the Commerce Act amendments took effect). There is a small portion of input methodology funding that the Commission spent between 1 July and 14 October 2008 that is not recoverable from some gas pipeline businesses and major international airports. The cost can be met by a fiscally neutral transfer between non-departmental and departmental appropriations. This will be sought through the Budget 2009 process.
38. The administration costs of levy recovery will be met within existing appropriations.
