To achieve an economic transformation, New Zealand will need to build on its unique strengths to produce and sell higher-value goods and services – ones that differentiate on the basis of quality and innovation rather than cost – and do this in a sustainable way.
Other, similar economies have succeeded in doing this through the combined efforts of the public and private sectors. New Zealand can do the same.
Success will ultimately depend on New Zealand businesses transforming themselves into globally-competitive firms. The Government has a key contribution to make by creating the right conditions for them to be able to do this. The eight portfolio areas in which the Ministry of Economic Development works are a crucial part of this contribution.
We have made substantial progress in implementing our Economic Transformation programme. We expect the Ministry of Economic Development to play a central and leading role in helping us to continue this implementation and to develop future phases of the programme.
This role has two components. Firstly, we expect the Ministry to work closely with other government agencies and private stakeholders to ensure that our Economic Transformation programme is well-coordinated and targeted. Secondly, we expect it to provide a substantial contribution to these overall efforts by delivering high-quality policy advice and services for business in the portfolio areas in which it works.
This Statement of Intent for 2008–2011 outlines the Ministry's strategy to fulfil this role. We endorse it as reflecting and supporting the Government's Economic Transformation strategy and priorities, and confirm that the information it contains is consistent with the Government's policies and performance expectations.
