The following departments and agencies have been consulted on this paper: Treasury, Te Puni Kokiri, Ministry of Justice, Ministry of Foreign Affairs and Trade, Ministry of Consumer Affairs and Ministry for Culture and Heritage, New Zealand Trade and Enterprise. The Department of the Prime Minister and Cabinet has been informed. The Minister of Commerce has also been consulted.
