19 Statutory Management costs are incurred under Permanent Legislative Authority and are not required to be appropriated.

20 The Crown has indemnified Solid Energy New Zealand Ltd for rehabilitation liabilities arising from coal mining operations carried out by State Coal Mines prior to 1 April 1987. $10.969 million has been incurred in 2006/07 including an $8.861 million remeasurement increase, which is not subject to appropriation. The credit to expense of $74.264 million in 2006/07 reflects an NPV adjustment of $85.233 million to the liability carried as at 30 June 2006.
