Schedule of Non-Departmental Activities for the Year Ended 30 June 2007

Annual Report of the Ministry of Economic Development for the Year Ended 30 June 2007

The Ministry of Economic Development administered the following non-departmental appropriations during 2006/07:

  • Output expenses across six Votes (Economic, Industry and Regional Development; Commerce; Communications; Consumer Affairs; Energy; and Tourism) totalling $326.317 million for services supplied by the Commerce Commission, Securities Commission, Accounting Standards Review Board, Takeovers Panel, Telecommunications Commission, Electricity Commission, New Zealand Trade and Enterprise (NZTE), local and national delivery organisations for industry and regional development programmes, and New Zealand Tourism Board;
  • Other expenses across five Votes (Economic, Industry and Regional Development; Commerce; Communications; Energy; and Tourism) totalling $5.327 million for contributions to international organisations, Ministry of Energy residual liabilities, Regional Development Programme initiatives, Industry Specialist and Feasibility Grants, Business Success and Outreach Schemes, and other grants and expenses;
  • Other expenses as Multi-Year Appropriations across three Votes (Economic, Industry and Regional Development; Communications and Energy) totalling $26.847 million for Regional Development Programme initiatives, Digital Strategy, Acquisition of Petroleum Exploration Data and a recovery from the operations of the Whirinaki power station;
  • Depreciation expense across three Votes (Communications; Energy; and Tourism) totalling $13.240 million; and
  • Capital investments in one Vote (Economic, Industry and Regional Development) to the Venture Investment Fund, Stadium Development for the 2011 Rugby World Cup, Capital Growth Facility, Seed Co-Investment Fund and New Zealand Trade and Enterprise (NZTE) ($48.180 million).

While the Ministry is responsible for making payments for services supplied under non-departmental output expenses and, on behalf of the relevant Vote Minister, for monitoring the performance of non-departmental providers, these providers are directly accountable to Ministers for their performance in supplying non-departmental output expenses.

The Ministry also collected $246.496 million of Crown revenue in 2006/07, with the major portion coming from energy resource levies, petroleum royalties and electricity line businesses' levies.

The following information on pages 131 – 143 is provided to give readers a better understanding of the nature and scope of the Crown activities administered or undertaken by the Ministry of Economic Development.
