The following agencies have been consulted and agree with the recommendations in this paper: the Department of Labour; the Ministry of Research, Science and Technology; the Ministry of Foreign Affairs and Trade; New Zealand Trade and Enterprise; the Tertiary Education Commission; the Foundation for Research, Science and Technology; the Treasury; the Department of Prime Minister and Cabinet; and the Ministry of Education.
