(23) Libraries are both compilers, and heavy users, of electronic databases. LIANZA believes that there is already sufficient protection for databases under the Copyright Act (paragraph 149). Database providers who wish to ensure a higher or more restricted level of protection for their databases are free to do so (as they already do) by means of licence agreements; and libraries are equally free to pressure vendors to ensure that licence agreements are not unduly restrictive, do not override the rights permitted in copyright legislation, and specify the rights and responsibilities of both parties, thereby maintaining the balance that copyright protection endeavours to achieve.
