Statement of Intent 2007-2010

Output Expense > Policy Advice - Tourism

This output expense provides advice on economic, environmental and social policy affecting tourism, including implementation of programmes to advance the recommendations of the New Zealand Tourism Strategy and the Government's wider objectives as they relate to the sector, including tourism aspects of major events. It includes the provision and management of tourism research and data to assist in sector decision-making. Further outputs include advice on the government's interests as owner of Tourism New Zealand, the New Zealand Māori Arts and Crafts Institute, and on certain land and property holdings. The outputs included in this output expense for 2007/2008 contribute to achieving the business outcome: Enhancing net value to New Zealand from tourism.

The outputs are:

  • Core Policy Advice - reflecting the government's role as having significant responsibility for implementing the updated New Zealand Tourism Strategy, the Ministry will provide advice on priorities with a particular emphasis on initiatives to improve returns from tourism to the economy and addressing environmental sustainability challenges. Implementation will occur in partnership with other sector stakeholders as appropriate.
  • Advice on Purchase, Grants and Ownership - which relates to providing advice on the purchase of services from Tourism New Zealand (TNZ) and the Māori Arts and Crafts Institute (MACI). In 2007/2008, particular focus will be placed on ensuring that the structure, content and performance measures of the Statement of Intent and the Output Plan allow for efficient and effective monitoring of TNZ's activities and spending with a particular emphasis on return on investment. The focus for MACI will be establishment of a new board and clarification of MACI's ownership through legislative change.
  • Research and Statistics - which relates to providing tourism research and statistics and policy advice on the research needs of the tourism sector. In particular, the Ministry will ensure that the government's current tourism dataset and applied research programme is increasingly accessible to and used by the private and public sectors. Focus will be placed on ensuring value and yield measures are enhanced to enable sector performance targets. Emphasis will also be placed on the establishment of sustainability measures for the sector.
  • Advice and Assistance on Major Events - which relates to providing policy advice on the implementation of the Major Events Strategy to retain, grow and attract major events that complement New Zealand's image and existing infrastructure and achieve a greater contribution to economic growth. Targeting major events that will assist in reducing tourism sector seasonality will be a key focus for this area.
  • Land and Property Management - which relates to providing the management of tourism and other concessions at Wairākei and Rotorua to ensure that risks are appropriately managed, commercial returns are achieved on property holdings, and all legal and contractual obligations are met. Advice will be provided on ensuring that tourism concessionaires are protected throughout the process of resolving outstanding land occupation issues with Contact Energy.

Service Performance

Output activities under this output expense will be delivered as agreed with the Minister and as detailed in the Ministry of Economic Development Output Plan 2007/2008.
