Accessibility to Māori, Pacific Peoples and Women
50. NZTE will ensure that all foundation services are accessible and applicable to Māori, Pacific Peoples and women. Participation, satisfaction and effectiveness levels will continue to be monitored and assessed to ensure that the service range delivers appropriate levels and quality of services to these groups.
51. Women participants currently account for over 50% of BIZ Training courses and over 30% of BIZ Investment Ready workshops. There does not appear to be any negative feedback around content and targeting of foundation training services. NZTE will continue to monitor its delivery to women to encourage participation and ensure appropriate delivery of services.
52. Māori (12%) and Pacific People (3%) account for 15% of participants at BIZ Training courses and 10% (Māori 8%, Pacific People 2%) of BIZ Investment Ready workshops. NZTE has identified enhanced tailoring of courses and delivery mechanisms as important to meet the needs of Māori and Pacific Peoples.
53. Data on gender and ethnicity for the Enterprise Awards indicates that 17% of applicants are women, 3% are Māori and 1% Pacific People. However, gathering statistics for Māori, Pacific People and women for the existing Awards is complicated, as it is difficult to determine the "ethnicity" or "gender" of a business (data can be collected at an individual and contact level but the individual does not necessarily represent the business as a whole) and some clients are unwilling to provide this information. As such, the figures are not necessarily an accurate reflection of take-up by different groups. NZTE will look at methods for improving the collection of this information to allow better analysis of the uptake of the proposed Enterprise Development Grants scheme by Māori, Pacific People and women.
54. Small business and self employment have been identified by the Pacific community, through the Pacific Business Trust and the Ministry of Pacific Island Affairs, as a promising avenue to increase Pacific Peoples' employment prospects and returns from employment. An evaluation of BIZ Training in 2000, and information from Pacific businesses, identified a need for pre-business skills for Pacific People and individual coaching and mentoring to deliver skills as a means to improve delivery and outcomes for Pacific People.
55. It is proposed that specific courses on "pre-business skills" be developed and implemented for Pacific People through BIZ Training. Participants will also have improved access to mentoring and follow-up coaching post-course attendance. Provision of additional specific courses and mentoring will require further funding of approximately $0.600 million (GST inclusive). Extra funding, if required, could potentially come from integration savings. This will be considered as part of a report back on integration costs, savings and potential service enhancements to the Ministers of Finance, Industry and Regional Development, Trade Negotiations and Associate Foreign Affairs and Trade by 30 May 2003.
56. It is also proposed that Māori Trustee Training be re-designed as a standardised course, with flexibility for local delivery, covering a wide range of topics from Trustee roles and responsibilities to investment strategies. Workshops will be delivered across the country targeted at Trustees managing multiple-owned Māori assets including land, fisheries and other resources. This will effectively widen the net for Māori participation in business. Funding to redesign Māori Trustee Training will cost approximately $0.200 million (GST inclusive), and can be absorbed within the existing programme baselines. The redesigned training component can be in place for delivery from 1 July 2003.
57. The BIZ Training programme is also being audited by Te Puni Kōkiri to determine its effectiveness for Māori, with a report back to Cabinet by July 2003. Any further recommended changes to delivery will be considered after the report back.
