Issues Identified by Departments and/or Business Where Commitments Have/Can Be Made

  • Reducing the number of inspections through allowing HSE inspectors who are also HSNO inspectors to inspect for compliance under both Acts during the same visit.
  • Reducing the number of inspections through giving DOL responsibility for aerodromes as "places of work" so aerodromes do not have to be inspected by both DOL and CAA.
  • Reducing the complexity of the HSNO control framework and hence the ability of ERMA to advise and assist users on compliance, by making it easier to incorporate updates to guidance material such as standards by reference.
  • Better alignment of inspection, certification and audit processes.
  • Resolving fuel storage requirements on farms.
  • Alignment of excise and ALAC levy payment dates (identified through sector study, but already being addressed through the Customs and Excise Amendment Bill currently before the House).
  • Allowing the restoration of design registrations where these lapse due to unintentional non-payment of renewal fees.
  • Amendments to the Crown Minerals Act 1991 relating to documentary filing requirements with Crown Minerals. This is with a view towards greater use of electronic filing.
  • A range of problematic requirements with assorted intellectual property legislation. In particular, to remove the assorted requirements to file documents in duplicate and also facilitate a move to an entirely electronic register.
  • To standardise and simplify the requirements for public corporate entity registers administered by the Companies Office.
  • Securities-related issues currently being looked at within the Review of Financial Products and Providers, i.e.
    • Prospectus requirements for capital raising undertaken by seasoned listed issuers
    • Duplication between prospectuses and investments statements
    • Clarifying the definition of directors and officers for the purposes of disclosure requirements around trading in company shares

Issues Identified by Business on Which Policy Work Can Commence

  • The provision of information on HSE, HSNO and ACC requirements.
  • Specific licence requirements for liquor licence holders, such as multiple licence and renewal requirements.
  • Survey requirements on tourism operators.
  • The information requirements under the Gambling Act.

This list constitutes the start of a running total of solutions. It will progressively grow as issues emerge through the various projects and are considered by departments. Ministers reinforcing their expectations will provide impetus to this process.
