Cabinet Paper: Quality Regulation Review - First Milestone Report

53. It is recommended that the Committee

  1. 1. Note the work programme underway which forms the basis of the Quality Regulation Review and that the next stage of the Review will be focused on identifying solutions to the issues that have been identified by business.
  2. 2. Note that issues are starting to come through from the business community, particularly from the sector and interface projects.
  3. 3. Note a list of proposals for regulatory amendments is being formed and the initial list is attached as Annex 1.
  4. 4. Agree that in order to progress workable solutions to the issues raised by during the review, Ministers within the Ministerial Group for the Review will instruct their departments to identify how they can:
    1. 4.1 Remove duplicated or overlapping regulatory requirements;
    2. 4.2 Provide tailored information on regulatory requirements to meet the needs of business;
    3. 4.3 Design of safe harbours, which means that if certain conditions are met firms are deemed to comply with the law; and
    4. 4.4 Ensure more rigorous risk analysis when developing and enforcing laws.
  5. 5. Direct departments to report to their relevant Review Minister on their progress in delivering on the objectives outlined in 4.1 - 4.4 by 22 December 2006.
  6. 6. Invite the Minister of Commerce to report to Cabinet with a consolidated list of proposed solutions by 5 February 2007.
  7. 7. Agree that this paper be published on the website of the Ministry of Economic Development as the Review's First Milestone Report.
