17 Statutory Management costs are incurred under Parliamentary Legislative Authority and are not required to be appropriated.

18 The Crown has indemnified Solid Energy New Zealand Ltd for rehabilitation liabilities arising from coal mining operations carried out by State Coal Mines prior to 1 April 1987. $0.108 million has been incurred in 2005/06 and based on information available an additional $76.278 million has been provided for in the current year reflecting the best estimate of the further liability of the Crown at this point. This additional amount has been treated as a remeasurement, and is not subject to appropriation.
